The Helsinki-kanava channel offers online broadcasts and publishes recordings of Helsinki City Council meetings, Helsinki Philharmonic Orchestra concerts and resident evenings hosted by the Mayor. The channel also publishes residents' own videos under "Residents' videos". You can download video recordings of City Council meetings onto your own computer as a file. As meetings tend to last long, the file size of the video recordings is large.
Terms and Conditions of the Helsinki-kanava channel
These terms and conditions apply as of 23 September 2016 (updated 15 Jan 2020) to the Helsinki-kanava web service and the materials present in the service.
The Helsinki-kanava channel offers online broadcasts and publishes recordings of Helsinki City Council meetings, Helsinki Philharmonic Orchestra concerts and resident evenings hosted by the Mayor. The channel also publishes residents' own videos under "Residents' videos".
The web service is produced by the City of Helsinki.
Ownership and immaterial rights to the materials (videos, information and other data) present in the service belong to the authors of the materials.
1. Rights of use to the materials
Materials distributed by the Helsinki-kanava channel are subject to different terms and conditions depending on the materials. Materials that can be downloaded from the website are subject to the terms and conditions specified in subsection 1.1 "Downloadable videos, their interface data and other downloadable materials", while other materials are subject to the terms and conditions specified in subsection 1.2 " Non-downloadable materials".
Videos and texts submitted by users of the web service are subject to the terms and conditions specified later in section 2. "Resident's videos".
1.1 Downloadable videos, their interface data and other downloadable materials
You may freely:
- Share — download and copy the materials and distribute them further in any medium and in any form;
- Modify — remix and edit the materials and create new materials therefrom for any non-commercial purposes, id est, the user of the materials is not allowed to charge fees or other compensations from third parties based on the materials. Under the following conditions:
- The original producer of the materials must be notified
- If you have modified the materials, the modifications must be appropriately indicated in connection with the materials.
- If you modify the materials or use them as a basis for your own work, the result must be shared under these same terms and conditions.
- The indication of the materials' author must not imply that the author supports the user of the materials or the method of use. If the right-holder so requests, the source reference must be removed.
- If materials have been copied from the Helsinki-kanava channel onto a page where there is also other material, the page must not give the impression that the City of Helsinki has approved or is otherwise responsible for these other materials.
1.2 Non-downloadable materials
Regarding non-downloadable materials, the Helsinki-kanava channel does not grant any rights to the web service user except for the right to view. Non-downloadable materials refer to, for example, concert recordings or similar materials published on the Helsinki-kanava channel.
1.3 Live online broadcasts on the Helsinki-kanava channel
Upon separate agreement, live online broadcasts of the City Council's meetings can be embedded to and displayed on websites other than those of the City of Helsinki.
Online broadcasts of the City Council can be embedded to other websites using an embed code received from the administrator of the Helsinki-kanava channel.
When embedding a council meeting or other case-specifically agreed live broadcasts from the Helsinki-kanava channel onto their page, the (external) user commits to:
- notify the Helsinki-kanava channel's administrators of the embedding well in advance (at least two days before)
- indicate the viewer count of the embedded live broadcast and/or the visitor count of the broadcast page to the administrators of the Helsinki-kanava channel within a week from the broadcast date.
The terms of section 1.1. shall apply, as appropriate, to the online broadcast embedding referred to herein.
2. Residents' videos
As part of the web service, users may submit their own videos about the city for publication. Through the web service, users can submit video material shot by themselves or together with others, provided that the user has got the permission of the other persons for this and, where appropriate, for the shooting itself. The below statements on consent, copyrights and other immaterial rights must be considered.
The user must indicate their name in connection with the submission of the video for publication, along with the optional nickname to be shown in connection with the video instead of the person's real name, the person's e-mail address and, optionally, their phone number. Simultaneously, the user declares their approval of these terms and conditions. The Helsinki-kanava channel does not use users' contact details for purposes other than contacting the user regarding the video submitted for approval. Contact details will not be disclosed to third parties. However, the user's name/nickname will be displayed in connection with the video.
The City of Helsinki is not responsible for the content of videos or other materials submitted by the user for publishing through the web service, or for possible copyrights or other immaterial rights related to them. The video's submitter is responsible for the material they share. They must ensure that the video or other material does not infringe third parties' copyrights or other rights and that the content of the video or other material is not otherwise contrary to these terms and conditions, the law or accepted principles of morality.
The video's submitter is responsible for possessing all the required copyrights and similar rights to the submitted videos and other materials, and for not having previously transferred exclusive rights to a third party. The video's submitter must also ensure that any persons appearing in the video have consented to the video's publication and are aware of its publication and of the method of its publication. In the case of minors, the user must also have the consent of the guardian of the minor. The video's submitter must also make sure that any persons appearing in the videos understand that, based on the granted license, the video can be freely modified and distributed further.
The City of Helsinki reserves the right, at its own discretion, to refrain from publishing submitted videos and to delete already published videos from the Helsinki-kanava channel.
If the user detects that the content of a video published on the Helsinki-kanava channel is contrary to these terms and conditions, the user should immediately notify the administrator of the web service (see contact information, or the "Feedback" section of the terms and conditions).
3. Cookies
The Helsinki-kanava channel uses cookies for monitoring service user numbers. Personal information of users is not collected or stored in technical cookies. The service can also be used without cookies.
4. Responsibility for content
Content produced by the City of Helsinki
The City of Helsinki is responsible for the content, copyrights and other immaterial rights of materials it produces.
Content produced by third parties
The City of Helsinki is not responsible for the content of materials produced by third parties, or for the correctness of the information therein. Use of the materials is at the user's own risk, and the city is not responsible for any direct or indirect damage caused by the use of the materials, errors or shortcomings therein or by downtime of the web service. Neither is the City of Helsinki responsible for thoughts or opinions expressed in discussions, but they reflect the views of their respective authors.
5. Modification of the terms and conditions of the web service
The City of Helsinki is entitled to unilaterally modify these terms and conditions. Changes enter into force when they appear in the web service. The date of the last modification is mentioned in the terms and conditions.
The City of Helsinki reserves the right to freely modify the content of the website, terminate the website or suspend the provision of the web service for maintenance and updates.
